If you intend to live on campus, then you would have to apply for housing eventually. But I can see why you wouldn't want to spend that extra $50 unless you were actually going to the school.
The truth of the matter is that the university almost always has enough housing available for all freshmen who request it. It does NOT guarantee you that you will receive your first choice of housing.
However, it's so late in the cycle now that you wouldn't have much chance of good housing now anyway. I'd advise you to not pay the fee unless you get in, but if you end up attending and want to stay in on-campus housing, look forward to spending a year in Jester with a communal bath.
