I may be wrong -- but I was under the understanding that if you recieve an income tax refund from state taxes (because you overpaid) that you can't file a 1040A -- which means you can't meet the requirements of the simplified needs test. You have to be eligible to file a 1040EZ or 1040A to meet the simplified needs test.
