While I certainly agree with the joy of air conditioning, I wouldn't necessarily recommend Fluor his freshman year. Suites tend to isolate people, and it can be very difficult for freshmen to get to know each other in that situation. While he may not want a big party scene, he still probably wants to be in an area where he has good social interactions with people. Radisson would be good- it is never to crazy there, and the rooms are huge.
