Kalman Chany of Princeton Review "Paying for College Without Going Broke 2009" recommends doing the EFC worksheets in the back of his book, then reducing the EFC you come up with by 20%. His point was that if you put in a much higher figure than what your EFC actually is, the college may use that higher figure. I have been using this book since 2002 & it has saved my family thousands of dollars.
