The Common Data Set figures (which aren't complete for all colleges you might want to check) show that a lot of really good colleges admit a lot of students with grade averages below 3.5 on a 4.0 scale, probably because not all high schools have the same grading standards and some students are outstanding in ways other than their high school grades, or challenged themselves with especially tough courses while of high school age. And, yes, some of those colleges report nontrivial numbers of admitted students with grade averages below 3.0, although that starts to get awfully chancy.
