A quick google search indicated it is a legit organization. It lists $10000 scholarships awarded. No mention of having to pay fee to be considered for scholarships, but the bio book etc looks a lot like the Who's Who publications that just want to sell you a book w/your kids info in it. (Fell for Who's Who the first year S1 was "nominated" but then realized what it really was.)
Look further into the paperwork received. If a fee is required to apply for scholarship consideration, it is probably not worth it. If no fee, you have nothing to lose and $$ to gain. Of course, the organization will want you to buy the publication as a keepsake for your S, but is not worth the price.
