Are you in-state for IU?

If so, the difference in costs wouldn't be worth it. Would you have to take out loans to pay the difference?

In-state...$20,097, INDIANA U
OOS........$37,644, INDIANA U
OOS........$47,188, U MICHIGAN

If you're in-state for IU, the difference is about $27k per year. Not worth it unless money is no object in your household.
