Yes, Kulakai had a point about the high school stats. If you are not lying about your stats then yes there is hope for you, I say transfer after you have the 30 hours stacked up you can transfer to an elite university. Write good essays, get the recommendations and make sure you have some extra curricular activities to lean on as well.
