I need to retake the test in September, but I want to apply early decision to most schools. Should I apply early with my current scores then send in my new scores after September, or just wait until just before ED deadlines with my new scores?

Email Undergraduate Admissions at your schools of interest. You could get away with a retake, but I'd check just to make sure.

Most colleges early decision dead line is October-November, if you take the Sept. 8th ACT, you should have your scores by the 25th or the 24th so you're good.
