I got a 29 composite score on my ACT and I really feel that I could have done better because I ran out of time on reading and didn't have time for the last 7 questions or so. Anyways I'm not sure if I should try to retake it because 1. I might not do better and 2.I plan to apply to mostly UC schools which I hear don't look at ACT as much as SAT so would a retake be worth my time and effort keep in mind I don't have to pay due to financial need.

It doesn't matter if you don't do better. You can pick and choose scores; the better score will be looked at 99% of the time. You might as well go ahead and retake it (try to study a little bit and practice!)

retake it... id doesn't matter if you don't get as high.. you can just not put any colleges down for the score reports.. that way, if you do get a lower score, no one will know... and when you send in your application in the end after a few more ACTs, you can send in your highest score

Retake it. Don't have scrore reports sent until you see the score yourself! Unlike the SATs, you choose the test date(s) to send. Apparently SAT is changing to this policy, effective (I believe) for students in the class of 2010 and beyond.
