Is this OK?

I'm a sophomore this upcoming year. I was hoping to take the ACT this year for "fun" to try it out since I can choose which ACT to send to schools or decide if I'd rather just take the SAT.

Once I take the SAT, since I have to take SAT II's, I can't cancel the SAT I's if they are bad so I thought that I would try and take the ACT first.

Do people take the ACT Sophomore year as a "tryout" run and is it ok to do so? Do you get to choose which ACT to send to colleges?

It's fine. And yes, you choose which ACT you send. Of course, if you have your first score sent, they'll send it. Most schools look at your highest test date anyway.
