URM Status at Public U's

Does being African American give a boost in admissions at public school. I know it can and usually does at privates universities. However I heard that officially your racial status can not influence a decision at a Public University. Now I know that still might not stop public U's from doing it, but I was still curious on this. Any info would be appreciated.
