LOA is letter of assurance. It's when you've completed your packet, but you don't have a nomination yet, and they want you. It's the AF saying, as soon as you get your nomination, you're in.

Very few go out. I didn't get one, so I don't know about the second question.

I did get an LOA, and to answer your question, no, there isn't a kit that comes with it, it is just a letter, and to add a little info to when you can get it, I got mine before I took my CFA and before I had a nomination (early October) but like missmuff said, very few go out
