It really depends on what kind of person you are, but I think anyone can do it if they put forth enough effort.
First, unlike most people, I would recommend cramming if you're good at reading and retention. This is how I did it this year for Comp Gov, Euro, and Psych. I just read straight through the review book the night before. It took a lot of willpower, but I got a 4 on those three tests, so it is possible. Quality of the review book is important, so do some research on them before purchasing any. Avoid textbooks; review books are more than sufficient if you're just cramming. Obviously, it would be best to start at least a week before, but I'm a severe procrastinator.
I suppose it would be even better to start months in advance, but I have no experience with that.
