Bard College: Is the Early Action option binding?

Title says it all, kids.

Thought Early Decision was the binding one, yet Bard's website reads: Highly qualified candidates who are certain that Bard is their top choice are encouraged to apply by November 1, using the Bard Application, the Common Application, or the Universal College Application. Applicants will be notified by January 1. Please clearly indicate your intent to apply Early Action on the application. The application fee is $50.

No, Bard's EA is not binding:

"All candidates accepted for admission, whether through regular admission, Early Action, or IDP, must inform the Admission Office of enrollment plans by May 1 by using the Candidate's Reply Form."

Ah, thanks a lot.

Doesn't really make sense why you'd have to be "certain that Bard is your top choice" to apply Early Action though, does it?

They want to discourage students from using EA as a safety to protect their yield.
