So... I have an interview scheduled at Barnard for November 2.

I don't plan on applying early decision, but I've had my application done for a while. I'm just kind of scared to hit submit. I don't want to submit my application too early and come up with a brand new, amazing essay topic, etc. I also know one of my teachers hasn't finished/attached her reccommendation to my common app account yet either.

Should I submit my application before going into the interview, or is it okay to wait until after the interview to do so?

It's fine to submit it either before or after your interview. However, after your interview you may have a bit more to say on your "why Barnard"" essay, I should think.
