I'm not sure if Baylor has an actual Priority Application, at least not when I was applying. However, the closest thing to that is the Baylor Online Application. It does not require an essay or recommendations - there is the opportunity to add to them if you'd like, but it is not required for admission. If you apply for the first round of admissions (November 1, the next deadline is February 1), then the application fee is waived. The online application was made available on the Baylor admissions website on July 6th.
Although, I would say it would be a good idea to treat the online application like a regular application. While they aren't mandatory, send in the recs and essays, even if you don't think it's necessary. BU seems to get a lot more applications now and it may become a little more competitive. If your DD is sure that Baylor is her first-choice, it would be good to apply by the November 1 deadline.
Don't worry too much about the mail thing. I think it could have been an overlooked mistake.
