policy on AP testing and Letter of Rec's

Should I have my teachers send their letters of rec's directly to the school or should they give them to me so I'll do so?

If I don't take AP tests next year (senior year) will they care much?

also,

I am planning to declare myself as a modern languages major with a Euro studies minor.
I have very good grades in French (got achievement award in French three years running) and scored in the top 17% in a national French test.

But, some grades I have received are not so stellar (eg, C, poss. D in chem; greatly improved on history and english grades second semester--both=>B's).

What will Beloit think of this?

I am also having my French teacher write a letter of rec for me since she knows me pretty well.
