How could she be turned down?

It seems something strange is going on at Berkeley with admissions. I have a friend, Jacquelynn (Asian, Pearland Texas) who out of 16,062 students is number 12 in grade point ranking. Who has an SAT score near the top and made 97 or higher on all the college entrance test. Has written two novels online and written for a magazine. Has developed an online business selling and re-distributing perfume. Studies and speaks multiple languages which include French and Japanese .I can’t understand how she could be turned down by Berkekey. She has dreamed and spoke of attending Berkeley for years and worked to keep her grades at a level to insure acceptance. She refused to learn how to drive because she was concerned it would effect her grades and her chances at Berkeley.

What happen, is it because she is Asian? Her parents are poor?

Nothing else makes sense.
