when should i do my fafsa for the 09-10 year?

Aim to complete it by mid February (deadline is beginning of March I believe), but I would wait until your parents file taxes so you have exact values you can enter into the Fafsa. They tend to ask for verification if you use estimates on the Fafsa.

I need to renew, but I can only find the option to fill out a new form. When I select and log in to fill out a new form it takes me back to my old form. O.o What should I do to renew / fill out a form for the 2009-2010 school year?

Well, the option to renew comes up after you fill out the first page. I was confused at first too since the first screen that turned up asked for a new password and seemed like it would be for a new fafsa. However, after that page, you get to this page where they ask if you want to fill out the fafsa with "prefilled" information. That's the renewal fafsa. It really streamlined things. So yeah, you just gotta go past that first page and you're good.
