I'm a bit confused as to whether or not I need to take R1B. It looks like you can only get credit for one AP exam, but if one were to get a 5 on English lit as well as lang and comp, is it possible that that person would not have to take English R1A or R1B?

You are confusing two different uses of APs and they are independent.

One use is to waive a requirement for a course. If you get a qualifying score on an AP, you can use that waiver.

The other use is to receive units of credit towards your degree. For example, if your degree requires completion of 120 units and you passed many AP tests, you could be well on your way towards that total with AP credits. These units also give you the 'standing' as if you spent the extra semesters at Cal - thus you get the registration priority of a soph even if a freshman by calendar.

Actually, there is a third use. Some departments will credit you for courses that are on the list of requisites for your major. The department determines those rules.

Even though you get those credits, they don't constrain you. You can still take Reading and Comprehension. You can still take all 120 units at Cal and ignore the AP derived credits. You can qualify to waive out a class like Math 1A but still choose to take it.
