ucla or ucb...transfering?

I made my college decision to go to UCLA instead of UC Berkeley, but now that I am here for the summer I don't like the school as much as I thought I would....actually at all. I choose it because of the medical school and possible internships, but the city here is not for me. Do you have any advice on how I could transfer as a freshman?

It's not possible to transfer from UC to UC as a freshman. You can only transfer to another UC campus as a junior standing, with certain classes/GEs completed. Even then, the admit rate for UC to UC transfers are extremely low.
So if you want to transfer to Cal, I would suggest going to a community college and transfer from there as a junior. Your chances will be much higher there.
With that said, you might want to reconsider your decision. I had a lot of friends at UCLA who hated the city and atmosphere as freshmen, but now they absolutely adore the city. They grew and learned to love the city and community as they spend more time there.
It sounds like you only been to UCLA for the summer, and that's a very hasty decision you're making. Even if you do decide to transfer to Cal, are you sure that you're going to like the city of Berkeley and its surrounding community?

But to answer your question - there are no ways that I know of transferring from a UC campus to another as a freshman.

I'm actually the opposite. I turned down UCLA but wish I had gone there instead of UCB. Either way I suggest that you stay at UCLA. I personally wouldn't recommend going to community college, even though Fasttrack is definitely right, it is easier to transfer from a CC to a UC than a UC to a UC. I say that just because I think it's worth giving UCLA a shot. If I may ask, what is it about the city that you don't like? If you can't really explain it though I understand because I feel the same way about Berkeley's city and have a hard time explaining why I'm not fond of it. As lame as this may sound, sometimes it's just the overall vibe of the school that feels or doesn't feel right...
