Early Action Juniors

I was looking at Common App and I saw choices for BU were:
Early Decision Due Date: 11/01/08
Early Action Juniors Due Date: 01/01/09
Regular Decision Due Date: 01/01/09

So what exactly is EA Juniors?

I found out that it's for people who graduate after their junior year

I wonder why they have the "early action" option? That's nonbinding, isn't it?

early action is non binding. not sure what that junior stipulation is. also sounds new to me or maybe just not commonly used. I don't see why a junior who graduated early couldn't apply in the general application pool assuming they have the credentials. or maybe they wanna give them special consideration?
