ED II round - better chance?

Would applying ED II to Bowdoin give you a better chance than applying regular if Bowdoin was your choice #2 and you were deferred/denied at choice 1 in the early decision 1 or early action round?

I only ask because on some thread somewhere I read that ED II was actually tougher than RD for some reason.....
