Transferring into the honors program

Does anyone know how hard it is to transfer into the honors program? I fell about 150 SAT points and .3 GPA points shy as a freshmen (I had a 3.2 and a 1800 at the time of applying) The website says you need at least a 3.5 to transfer in after your freshmen year. With a 3.5+ is the transfer guaranteed?

Also, does anyone know the deadline to apply to the honors program? I have a 3.8 GPA this semester and I had a 3.542 last semester. So I think that'll bump my GPA into range.

Okay, I just got my final report card and my cumulative HS GPA is 3.31775, should I even bother applying to the honors program? Or just try to transfer in as a sophomore
