Early decision question!

I know Brown is my first choice school and that I will be applying early admission. However, I also want to apply to a school that has rolling admission. Because of this, I have been told to send in my application in October. Is this acceptable or must I wait until early decision results to send in any other applications.

That is 100% acceptable. Of course, if you're admitted to Brown you must simply say no to the school with the rolling decisions option that accepted you, as well.

I would call the admissions office to make sure. A couple years ago it was OK to apply rolling and regular decision but policies can always change. You cannot apply EA anywhere, though.
