I am an out of state student applying to the Architecture major.
GPA - 3.89
ACT - 35
NHS, National Merit Semifinalist
I am pretty sure that I can get in but I wasn't sure how much merit-based scholarships I could get from Cal Poly. Out of state tuition is considerably higher than in-state.
There are some merit-based scholarships available from Cal Poly but don't count on anything. Are you sure you want to pay full out of state tuition to live in California?
Yes, I visited Cal Poly and liked it a lot. And im from way out of state, I live in Omaha, NE. Cal Poly has a very good architecture program so that is the main draw (other than the location).
And that list looks like it has several scholarships available but my question is how do I apply for them? It's just a pdf.
You don't need to apply other than to fill out the FAFSA when it's available on or after January 1.

How to Apply
Students do not need to complete a separate scholarship application however, for need-based scholarships, completing the FAFSA (Free Application for Federal Student Aid) is required. For priority consideration for financial aid programs and Cal Poly scholarships, complete the FAFSA by March 2. Selection for scholarships is made based on information from the admission application and/or the FAFSA for new students. For continuing students, department involvement, academic record and/or the FAFSA is used.
