UCSB/UCI: Match or Safety?

I was counting on being ELC this year as I'm ranked 22nd out of 583 students at my HS. Had hoped to apply to UCI and UCSB knowing that admission would be guaranteed through ELC. But I got the letter from UC stating that I'm only "on track."

I have 4.15 weighted GPA.

1970 SAT and waiting for Oct. SAT scores which hopefully will be higher.

I have worked for 3 consecutive summers for a college professor as a paid teacher's assistant at a remedial summer school for disadvantaged youth and have other leadership and community service ECs.

So I'm wondering if besides applying to UCI and UCSB I should also apply to UCR and UCSC as my safeties? Also, should I consider any other safeties?
