Entrance selectivity at CSUs depends on how popular the major is relative to its capacity. For example, here are SJSU's thresholds for the fall 2012 freshmen class (note that 2900 is the baseline CSU eligibility minimum for in-state applicants): SJSU Admission
Note that chemical and materials engineering applicants got in with just baseline CSU eligibility, but mechanical and civil engineering applicants faced a much higher hurdle, as did applicants for art - animation, math, and occupational therapy.
However, it may be difficult for a chemical or material engineering major just at baseline CSU eligibility to successfully graduate
