I was wondering what 4-year schools (uc or cal state preferred) are still accepting freshman admission for the 2010 winter semester.

For the UCs, the application filing period for Winter/Spring 2010 was July, and at this point only Merced is still taking applications. University of California - Admissions

Part of the budget cuts in California included cutting CSU enrollment by eliminating Winter/Spring 2010 admissions, so it appears only CSU Bakersfield is accepting applications. CSUMentor - Apply Online - Status Report

For privates, your best bet is to visit the website of colleges that interest you and see if they accept Winter/Spring applications.
