Hey, I'm a current freshman in CIT. RacinReaver is correct - students do not declare majors until March of the second semester (I just declared ChemE).
"Restricted Admission" from ECE means that when the time comes to declare your CIT major, you cannot simply declare ECE like you would ChemE or MechE. If you decide this is the path you want to pursue, you need to apply to that major separately. You can discuss this with the first-year advisor, from whom you'll hear over the summer. All other CIT majors are open to you, however.
It's really not a big deal - if you do well your first semester, and take the ECE intro course, you should be able to transfer into that major fairly easily. All students in my year who wanted ECE and went through the transfer application process were accepted.
