Most drugstores and supermarkets will sell eyeglass repair kits for about $5. Come with a little screwdriver, some replacement nosepads, and a few screws.

There's a bunch of opticians up in Squirrel Hill, I remember going to a guy somewhere near the Radio Shack on Forbes something like five years ago.
