OOS tuition waiver for transfer student ???

I'm really trying to transfer from Michigan to Clemson, but can only do it if I get in state tuition... I origianally was going to go the ROTC route, but that is now only offered to incoming freshmen.
Is there another way for me to get in state tuition? I read somewhere about waivers, as well as if you are awarded a scholarship (of any type I believe?) then you get in state tuition, but I don't know if this is still available?
Another factor, is that I am trying to transfer next semester, I don't know if that makes a difference or not.
I have a 3.8 GPA and an associates degree from a community college, and hefty background in volunteering (in south carolina actually..)

Another note: I went to a middle college. (Washtenaw Technical Middle College) and they do not do class rank. Because I graduated with a high school diploma and an associates degree at the same time, I never took the SAT's or the ACT's. This is probably not good...?

I don't think Clemson offers tuition waivers for transfer students

Any other suggestions for getting around out of state tuition?
