How much will ED II help me?

Here are my stats:
2140 SAT
31 ACT
3.85 GPA, 6 ap/honors courses in high school

I am wondering what my chances are at regular decision and how much applying ED II would help me.

Also, I want to know if you think Colgate is more presitigous than the University of Wisconsin and Wash U in ST Louis.

Thanks!

700 CR and 690 M

Additional stuff I left out:

Recs should be very good, I work, have some interesting and unique activites, pres of one club and vice pres of another
