Does Colgate give out merit based scholarships?

No.
The top 200 accepted students are named Alumni Memorial Scholars - entitled to a one time grant of $5K for study or travel, and more favorable need-based financial aid.

Agree with the comment re: need-based aid. Colgate was much more generous to D than Rochester, Union, or Bucknell, though all received the same financial info.

Financial aid officer mentioned to me during accepted student days that Colgate is trying to sensitive to the financial aid squeeze experienced by the middle class.

Does the Alumni Memorial Scholarship come with other academic perks, such as guaranteed internships or research fellowships?

At the reception I attended, the former AMS head said that the only perks he could remember was first choice for dorms (and the 5k research grants).
