a high school referral?

what is a "serious disciplinary action"? (NOT the common app question)

Is a high school referral (to those of you who know what it is/ your schools uses it) equal to "serious disciplinary action" taken by the school? I think a serious disciplinary action is more like a suspension given to the student by the school, so i don't think a referral would be what the wording of the question refers to.

any opinions? or anyone know?
