info on last ditch application effort after May 1st?

So when I was last on this forum (spring 2006) around may 1st it was posted that some colleges who do not receive enough applicants to fill their freshmen classes put themselves on a list, allowing students who were rejected from all their choices (or unhappy with their acceptance(s) can send in an application at the 11th hour in the hopes of filling the gap. Does anyone know if this list is still in existence? Or how to go about the process? I haven't been able to find it in the forums.

Just trying to help a friend out was poorly advised on college admissions.

I think you want the Space Availability (Available?) Survey at NACAC Homepage, but I don't think the info is available until May 5, or so.
