International School or US citizen?

My name is Alex and I was born in New Jersey at took elementary school there, then I moved to California to take Middle School there, afterwards, because of family problems, moved to Xiamen, China to take an international school here that teaches in English. I recently took the SAT and scored 2100 on it, what are the chances of me attending University of Alberta with full scholarship and if not, do I have to pay the price of an international student?

University of Alberta website will tell you tuition for your status (US citizen). Full scholarship? Again, read.
