Question about asking for teacher recommendations

Should I ask additional teachers for them? One of the teachers who I asked to send them in (teacher a) is going through an extremely tough time, due to Sandy. I reminded her in a friendly manner about the recommendation and she said she needs some time.

One of my other teachers (teacher b) said she already sent hers in though, so I already have 1 of the 2 sent in to a college that needs 2.

So should I wait for teacher 1 or just go ahead and ask someone else? It doesn't seem like teacher 1 is going to get them in soon and I need them in by December 1 because I'm doing Early Action.

What if teacher 1 DOES end up getting them done after all? Will like 3 or 4 recommendations be too many? Is there a limit?

What should I do? Thanks.
