UC schools - Are the required years of subjects, REQUIRED?

I'm applying to UCSD and maybe UCLA and I noticed that both schools require 2 years of foreign language.
I've only done one year.

Do they not even look at your app if you havent fulfilled the requirements?

You have to fulfill all requirements to apply. Maybe do it on line. 1 year of language will hurt at any good school. 2 years isn't great either.

Ok thanks. I'll be looking into the online courses.
I'm planning to take a sat2 language test in december (i selfstudied for a long period of time). If I get a good mark in that, can that waive the required 2 years?

Yup, the UC reqirements are pretty much the bone requirements for any college. Many go far beyond it.

hmm that sucks..
I'm an international applicant and I had no idea that 2 years of foreign language was the minimum requirement for many colleges until a year ago and i wasnt allowed to continue my french classes from 9th grade.

Do you think I should even bother to apply to UCSD? (or any UCs for that matter?)

It may be different for international students - depending where you're from, either English or your native language may be considered "foreign language", so you may have 2 years without realizing it.

Either e-mail or phone the schools you're interested in and ask them.
