teacher recommendations for schools that aren't common app?

schools like UIUC, PennState, UC San Diego, Georgia tech, Wis-madison.

do they require a recommendation or is it just "recommended"? if so, what is the format like? should it just be a formal letter? Thanks.

get reccomendations unless they specifically say they do not want them, it'll only help.
