Very Important Question About Transcript!

for some of the schools that i've applied to, they require transcripts from all my schools that i've attended. for 9th and 10th grade, i attended one school, then in 11th grade i switched to another school that was IN THE SAME COUNTY. i called my previous school to see if i could send transcripts and they told me that when a student moves to another school WITHIN THE COUNTY, their records are automatically tranferred to the new school and are not kept at the old school.

so, i can't send my transcript from my previous school, but on my official transcript every single high school course (from my old and new school both) and it's corresponding grade shows up.

will i be penalized or anything along those lines for this?
do i need to notify my colleges of my school county's policy?

Ostensibly, if that is their policy you can't be penalized. I would, however, call the admissions office just to elucidate.
