Do some colleges not require teacher recommendations?

I have been looking for the teacher recommendation forms online for certain colleges and some of them I have not been able to find. I was wondering if anyone knew if SUNY Buffalo, Penn State, Ohio State, University of Pittsburgh, or University of Connecticut had teacher recommendation forms, or if they just do not require them?
