hmmm..
When schools say April 1 do they mean they mail them on April 1, or you can expect to hear from them by April 1?

That depends on whether the school stipulates "released on/by" (mail date) or "communicated no later than/on" (all decisions should either be online or in mailboxes at this point and you should call the admissions office to find out what your application decision was).
