You can apply to as many UCs as you want to, but (if you qualify for a waiver) you can waive the fee for only four UC campuses. From the UC website:

"Fee Waivers
UC will waive application fees for up to four campuses for qualified students who otherwise would be unable to apply for admission. To be accepted for the fee waiver program, you must meet specific requirements related to your family income and size. The fee waiver program is for United States citizens and permanent residents only.

Students who qualify for fee waivers and who select more than four campuses must pay $60 for each additional choice.

You can apply for a fee waiver within the online application and be notified immediately whether you have qualified. " University of California - Admissions - The University of California offers one of the broadest ranges of study of any institution of higher learning in the world, all at an affordable price.
