If i apply to a college through ED (binding) am i allowed to apply to other schools through Regular Decision or do i have to wait on my ED decision (accepted or rejected) in order to continue the college process?

You are allowed to apply anywhere else RD while awaiting the ED decision. Once you've been accepted, however (and after getting your FA award, if any), you are required to withdraw your other applications.

What about applying EA to other schools when you are applying ED to some place? Is that still not allowed?

Most schools allow that, but some schools don't. Check with the school itself...
