HELP!Tricky question of ED&EA

The Williams ED agreements says : 'Institutions with Early Decision plans may restrict students from applying to other early plans. ' Does this mean that an ED applicant cannot apply a non-binding EA even if they will definitely enroll into the ED school once accepted?

What you just stated says that it's up to the school to decide whether or not you can apply Early Action to other schools.

You may apply EA to other institutions, but you can only have one ED application pending. Here's the quote from the Common Application instruction, which Williams uses:

"While pursuing admission under an Early Decision plan, students may apply to other institutions, but may have only one Early Decision application pending at
any time."

Hmm, curious. Personally I've never seen a case where EA applications are prohibited.

I know of at least two that prohibits applying EA to other schools if you apply ED:

Brown University
Brown Admission: Regular & Early Decision
Quote:
Early Decision is a plan under which first-year applicants to Brown may apply for admission in the fall of their senior year and receive an admission decision in mid-December. Early Decision is intended for students who consider Brown their top choice and therefore are willing to make a binding commitment to attend Brown if admitted. Early Decision is reserved for applicants who have not applied to any other Early Decision or Early Action programs (Ivy League or non-Ivy League institutions). Brown reserves the right to withdraw the applications of Early Decision applicants who do so. You may, however, apply to other colleges at any time under their respective Regular Admission program
Stanford University
Restrictive Early Action : Stanford University

I'm just not sure of what the term 'early plans' define, it seems to be prohibiting any early applications, EA included, at first sight.

Is there an official explanation? This is REALLY a huge problem for me...

I would contact the admissions office at Williams for their official (and more detailed) policy.

The quote you mentioned in your original posting simply states that schools can generate their own policies (compared to the generic common app statement) with regard to early decision.

to the OP,

I did not mean that I was going to contact the admissions office myself. What I meant was that you should contact the admissions office for more specifics regarding their policy.
