Will Colleges see the extra effort in my grades.

I live in a part of virginia where the lowest A grade is a 94, that is for all grades such as tests quizzes, and for quarters, semesters and year. I know that in a lot of other places in America 90-100 is a A. Those extra 4 points can be quite difficult to attain in maintaining an A in all of my classes. So far i have been able to do so. My question is whether colleges will factor that in when looking at my GPA or will that not matter to them at all. I feel like i have but forth the extra effort throughout my school career and that it should be noted. I really am considering UPenn and this could either help me or not do anything at all, what are your thoughts.

My school does 93-100=A but 96 or above is a 4.0.

I don't think schools really care about 4 points, except as far as your GPA is concerned. It's not like a lot of competitive students are getting a ton of 92's and 91's. Their grades will likely match yours.
