Can I send in a letter of rec from another individual (a locally famous employer)?

All of my schools ask for recommendations from teachers and guidance counselors. Mine are done and stellar. The summer before Junior year I interned with Pittsburgh's City Council President downtown almost everyday of the Summer unpaid. I helped write legislation, some of which became Pittsburgh law. He wrote me an amazing letter of rec. for college and I really want to send it in along with my transcript and teacher/counselor recs. Would I be allowed to do this? Would colleges read this as well or just trash it? Thanks.
