Local/National Issue - How do you make this personal?

I have trouble comprehending how this can really be made personal the way a college essay should be personal..., any tips, or examples/samples, ideas?

I think it's just about having certain feelings for local or national issues and maybe providing anecdotes as to why you feel that way.

my topic is {highly} controversial. I think that it's always about how you write about the topic, not necessarily what the topic is.
